.arpa addressses can't be used for nameservers in icanns system. since they don't expire this is backwards and a bug. A ten year old bug.
They are deleting TLDs because ICANN insane rules make it impossible to even break even and the suckers that paid millions for now useless tlds are giving up. Too little too late, now it's just a rent extraction schesme that's 404'd half the net.
